- Issue 1 — Citizenship wording for voting
Would state explicitly that only qualified U.S. citizens may vote, and that people who do not meet constitutional voter qualifications may not vote in state or local elections.
- Issue 2 — Right to keep and bear arms
Would expressly extend that protection to lawful hunting, recreation and other lawful purposes, including ammunition, firearm accessories and components, and describe it as a fundamental individual right.
- Issue 3 — Economic-development districts and financing
Would authorize economic-development programs, public loans and grants, and districts with bond-financing powers. Property within a district would be exempt from other taxes but remain subject to district taxes and charges. District bonds would receive specified exemptions from existing debt restrictions; implementing legislation would be required.
- Issue 4 — Water and pollution-control bonds
Would authorize up to $500 million in general-obligation bonds for water, waste, pollution-control, drainage, irrigation, flood-control and aquatic-resource projects. Irrigation bonds would be capped at $165 million, and issuance generally at $60 million per two-year period unless legislators approve more.
