3 statewide measures.
All November statewide questions listed in the official election guide are included. Local and earlier-election measures are excluded.
- Question 1 — State employee agreements and the budget
Would require the governor’s proposed budget to include money for wages, hours, benefits and other terms of state-employee collective bargaining agreements, including terms determined by neutral arbitration. Related statutory arbitration changes are contingent on approval; appropriations still require legislative action.
- Question 2 — Temporary judicial-disability commission members
Would allow the chair to recall eligible former commission members temporarily. At the chair’s request, the governor could appoint eligible substitutes or extend a current member’s term until a permanent replacement arrives.
- Question 3 — Congressional redistricting criteria and court review
Would specify that the Maryland constitution supplies no boundary criteria for congressional districts, while retaining the relevant criteria for state legislative districts. It would also let the legislature give the state Supreme Court original jurisdiction over congressional redistricting plans.
