Virginia ballot measures
November 3, 2026 statewide ballot guide for Virginia. 3 statewide measures.
3 statewide measures.
All November statewide questions listed in the official election guide are included. Local and earlier-election measures are excluded.
- Question 1 — Constitutional reproductive freedom
Would establish a fundamental right covering reproductive decisions and protect people receiving or voluntarily assisting that care. Restrictions would need a narrowly defined compelling health interest. Third-trimester abortion regulation would remain possible, with exceptions for the patient’s life or physical or mental health and for a nonviable fetus.
- Question 2 — Marriage equality in the constitution
Would remove the ban and require Virginia to issue licenses for, recognize and equally treat lawful marriages between two adults regardless of their sex, gender or race.
- Question 3 — Voting rights after incarceration
Would establish a fundamental right to vote for qualified residents, bar voting during incarceration for a felony, and automatically restore political rights after release. It would narrow incapacity-based disqualification to a court finding that the person cannot understand voting.
