  Would prohibit using a partial veto to create, increase or authorize a tax or fee.

• Question 2 — Worship during emergencies

  Would bar state and local government from closing places of worship or forbidding their gatherings during a declared emergency, including a public-health emergency.

• Question 3 — Government discrimination and preferences

  Would prohibit government discrimination or preferential treatment based on race, sex, color, ethnicity or national origin in public employment, education, contracting and administration.
